
DUI Prevention-the Citrus County Sheriffs Office

The Crystal River Police Department has started a new program in conjunction with the Drug Coalition of Citrus County, the Citrus County Sheriff’s Office, and Citrus County Schools. This first year of the program, we brought in a well known speaker in DUI prevention, retired officer Mark Franzman. In 1981, Mark was struck and literally “killed in the line of duty”, by a drunk driver as he directed traffic around a fatal crash. Mark’s message reflects the power of faith, goal setting, and a positive attitude to deal with life’s adversities. Mark is a regular speaker at the Pinellas County Victim’s Impact panel, where I met him while serving as Traffic Section Commander for the Clearwater Police Department.
On March 10, Mark and Officer Scott Turner, CRPD’s DUI officer, made presentations to juniors and seniors at all three Citrus County High Schools. They were also joined by representatives of the Drug Coalition. After Mark’s speech, Officer Turner explained Florida’s .02 law, which suspends the license of anyone under 21 found in possession of a motor vehicle with a BRAC (breath alcohol concentration) of .02 or higher.
Currently, CRPD is the only agency in Citrus equipped to enforce this law. The audience for these presentations was limited to juniors and seniors. After his speech, Mark was approached by several students from the audience who wanted further information.
We are currently planning on alternating programs between a Mock DUI crash and speakers like Mark, to ensure that each year a fresh message is presented to the students. As this is a new program, we do not have any data related to its effectiveness. CRPD also plans to conduct alcohol sales stings in the City, and has worked with the Sheriff’s Office on similar operations.
